You're assuming that
1) There isn't a sizable group of "normal" users, who expect varying
subsets of the "geek" features.

2) That every user will immediately be forced to take a stand on to
every feature that is included. Especially if they are hidden.

3) "Normal" users are always going to want to stay with a limited amount
of features, especially after they have become aware of issues with fx.
cookies or popups or javascript.

4) There are any "normal" users out there, as such. The Linux using
demographic is not particularly heavy on Joe user at the moment.

You should also remember that anything you do has to measure up to at
least IE, and IE has many features if you can find them. Opera is also a
strong contender. Mozilla and it's ilk has a lot going for them
featurewise at the moment, but that can quickly change, and you're left
with a browser that might follow the HIG slavishly, but nobody wants to
use, because their particular feature is missing.
