I am not sure, but i guess it is so you can switch encoding if you want
to browse a page with a different encoding (like japanese pages). Not
sure though, but i think the pages usually provide this kind of info
directly, and the menu is only there for pages which don't advertize
encoding and/or advertize wrong encodings.
