No idea. Maybe depends on what behavior you want to reach. If it is
strictly opening dialog for entering URL, I'm afraid it's not possible.
If it's that you don't want to see classical URLbar, but still be able
to open URL (pretty essential to browser :) ), you can move navigation
controls to another toolbar (leaving only URL input) (Edit/Toolbar),
then disable it (View/Toolbar). It then pops up only on ^L, and after
entering address goes away. Just what came over my mind, don't know, if
that can substitute your desired behaviour, or if it even works. :) May
be silly idea.

Bookmarks/Add Tabs As Folder makes folder with all currently open
tabs saved as bookmarks in that folder. Then I close all tabs, then I
right click on that bookmark folder newly created and say Open folder in
Tabs. All tabs are back and shining. Looks just what you're describing. :)

Gconf-editor, gconftool-2, whatever you're used to.
Oops, my mistake, /apps/galeon/UI/Toolbar/toolbar_override_style is
full path here. Setting to "text_only" works for me, I even don't have
to restart Galeon (standard of well behaving Gnome apps).
In your mail it seems misspelled ("taxt_only"), can't that be the
problem?
