In any GTK+ app, just hover over the menu entry and press your desired
keybinding to remap. (I'm not sure if you have to set something in GConf
to enable this feature....)

I'll venture a guess and say that nobody cares enough to code it.
(Galeon 1.3 is a rewrite of 1.2, so every feature had to be coded once
more.)

If you know your stuff you can probably hack at it and get it working.
But if you know your stuff that well, you might as well just patch
Galeon 1.3 to do what you want instead, since that would take much less
effort.
