I had no idea until I googled for "GTK2_RC_FILES site:gnome.org":
<http://developer.gnome.org/doc/API/2.4/gtk/gtk-running.html>,
which links to
<http://developer.gnome.org/doc/API/2.4/gtk/gtk-Resource-Files.html>.

The same file is also in
/usr/share/gtk-doc/html/gtk/gtk-Resource-Files.html here (which reminds
me that I need to install a local search engine RSN).
