This is one of the more confusing parts about mozilla configuration, one
that we've inherited as well.

A page has certain encoding (which you can override from View menu) that
falls under one of the categories.  ISO-8859-1, ISO-8859-15 are Western,
ISO-8859-2 is Central European, UTF-8 and UTF-16 are Unicode, and so on.

You can use completely independent set of fonts for different encodings,
some fonts work better for some encodings than others.  You could want
to use for example Arial, Times New Roman, ... for Unicode, while for
Western you could use Bitstream Vera Sans, Serif and Mono etc.  and for
Chinese yet another set.  (Don't assume the previous selection is any
good in practice, it's just an example.)

Most people probably only ever need one set of fonts.  Unfortunately if
the defaults don't work for you, you need to change the fonts for all
encodings separately just to be on the safe side.
