Insensitive tab-kill widgets?

Congratulations, 1.3.20 is finally featurful enough to wean me of  
1.2.x.  However, one thing is still killing me: AFAICT you are no  
longer able to disable the kill buttons on non-active tabs.  Could we  
get this back, please?

I find tabbed_closebutton_insensitive in gconf, but I suppose it must  
be left over from Galeon 1.2, because the setting doesn't make any  
difference.
