A classic case of RTFM :-0.  The galeon install guide mentioned the
problem I had specifically, so I followed its advice and updated the
bonobo activation server as it says by this command:

bonobo-activation-sysconf --add-directory=/opt/gnome/lib/bonobo/servers

You will probably also need to restart bonobo-activation-server after 
telling it where to find the GNOME_Galeon_Automation.server file.

I googled on restating the activation server and found that it was
recommended to do this:

You will then need to restart bonobo-activation-server.  I usually do:
"killall bonobo-activation-server; killall gnome-panel" to accomplish

After doing as suggested I then typed galeon in a terminal and ... 
presto, I have galeon back again.  

So long way around to answering your question is that, YES
galeon 1.3.20 does work with Mozilla 1.7.7 in FC3 when galeon is 
built from source.  Yay.
