That also caught me out when I did a long-overdue upgrade from 1.0.x to 1.3.20. Start gconf from the menu or from a terminal by entering "gconf-editor" (that exact command without the double quotes). You'll find what you want under /apps/galeon/tabs. Tip: if you've not used it before you choose the feature you want to change and either check the box (if appropriate) or highlight it and right click on it to have the chance to edit it.
