I must disagree. I was using Galeon 1.2 until only a month ago. For years I 
found it to be the best Web browser around. I kept an eye on Galeon 1.3, and 
recently it reached a stage where it was at least as good overall as Galeon 
1.2. It is faster, much lighter on memory and it had enough features to make 
me switch over. The features which are missing I never used much anyway. 
After a few gconf tweaks, Galeon 1.3 became the best Web browser I have ever 
used.

I suggest that you read some of the UI research done by groups like Apple and 
GNOME. They are very enlightening. Most people don't use most of the features 
given to them, and all these features do is create extra bloat, bugs and 
confusion for the average user.

Galeon doesn't need to be as stripped-down as Epiphany. What matters is that 
it has a clean UI. Adding feature after feature can ruin this, so developers 
must be careful. I wouldn't mind a few extra features, but they must not come 
at the expense of UI cleanliness, speed or stability.
