can't open up README.ExtraPrefs.gz

I tried opening up: "/usr/share/doc/galeon-common/README.ExtraPrefs.gz" but 
I get this error message:

Could not open the file "/usr/share/doc/galeon-common/README.ExtraPrefs.gz" 
using the Unicode (UTF-8) character coding.
I have also tried Western locale.
Neither work.

What should we do?
