this is a major problem with galeon. Nothing is in edit->preferences. If
you want to tweak galeon, you can try with gtweakui, or you can type
from command line some wizardry commands like:

gconftool-2 -s -t bool /desktop/gnome/interface/menus_have_tearoff true

developers seem to like the idea of making galeon very difficult to
configure. But despite I'm on this mailing list few months, and I'm a
fervent user of galeon for 4 years, I still don't understand why they
like it that way.
