That's the wierdest looking Galeon screenshot I've seen ;-)

What you have done is enable the "detachable toolbars" You should be
able to grab hold of the little dotted line to the left of "File" and
drag it around, and in theory it should re-attach to the top of the
window. Otherwise try closing the window and reopening it. 

Failing that you probably want to speak to the authors of the volume
control program
