I had this problem after xorg was upgraded to version 7.0 in Debian sid and I'd run dpkg-reconfigure to try to build a working xorg.conf; for some reason, the mouse protocol ended up being set to "ExplorerPS/2", when it should have been "ImPS/2". When I fixed that, the problem went away.
