We found a way to reliably reproduce this problem.  Just open a print
preview and close it and the url combo box starts to behave as you
describe.

As for a fix, I don't know.  Rumor has it Galeon and Epiphany are
merging in the next year, so I don't know what's going to happen.  I'm
not to unhappy about this.  I think the original rift between the two
sides has healed enough to make one kicking browser.
