  Redo/simplify how file_proxy gets called for K3.
- change .htaccess generation in Access to redirect to base URL.
- add route to redirect to file_proxy for all things in the var directory.
- simplify FileProxy since we've already parsed the URL.
- @todo: update the FileProxy unit tests (should be redone using HMVC-savvy sub-requests).
