Languages

I have put all the language packs into locales and configured the gallery. I
picked the option to have the flags displayed and choose from there.
Configure only gave me warnings about some possible dates (doesn't matter to
much to me)

Now when I click on the flags the language doesn't change. For some flags I
will get ???? for text in some places but for most it just stays English.
I'm running debian with a combination of woody, and testing.  I have
installed the locals on my system. Anyone have any tips?

PS I have this all installed on a Red Hat 9 system and it works just fine.
