Codex Reorganization Update

One of the larger tasks of the Gallery project is reorganization of the
codex and since there have been so many discussions over the last year, I
felt it was time to create a document that shows exactly what has been
agreed on and what still needs to be discussed.

Let me highlight 2 sections:
1. The new Main Page

2. What's left to do?

So one of the most visible things, the new main page of the codex, is almost
there.
All we need is to have a final vote in a meeting.

I hope this document helps to keep an overview of the whole topic. It's the
result of going through emails from the last 12 months and I hope I have
collected both, all noteworthy opinions as well as the latest alternatives
that have been agreed on.

I have no intention to take the lead of the codex reorg task. But if there
is noone else, I will try to harass people to move forward in small steps.
And in that spirit...
