a new idea to improve http/1.1

headers from server:
X-Group-Name: groupNameTag
Last-Group-Modified: date

header client may send:
If-Group-Modified-Since: date
or
If-Group-Unmodified-Since: date

if server response unmodified. every file in client TAG with same=20
groupNameTag is marked as up-to-date, and no need to check

greatly improve files' lastmodified time checking
