Do you mean that the www user account can't see the contents of the
directory? Or that the apache server can't see it when running as that
user? If the latter, it is probably an apache configuration problem. If
the directory doesn't fall under the configured document root (or is not
in some other way exposed to apache), then it will not be accessible
regardless of the permissions set on the directory.

You should also check the permissions of any directories in the tree
above temp. If any of them disallow the www user passing through, then
that might also explain the problem.
