Assign specific keyword to specific url?

Is there a way to assign a specific keyword to a specific url?  Kinda
like in AOL when you type a word and it takes you to a particular
section of AOL?

Our webmaster has these things called "GoWords"  People can type in
GoPolice into a special form and they get taken to the police
department's page on our website.  It's totally separate from our htDig
search and I think it confuses most visitors.  I'd like to be able to
define a list of unique keywords that would each have a URL associated
with them so that when someone types that into the htDig search box, it
ONLY returns that url.
