how to apply the Javascript patch for 3.1.6

Dear all, Being less familiar with configuring patches (never used the patch command). having downloaded and untarred the source code for 3.1.6 how can I apply the patch published already in 2002 in this newsgroup? Apply it using "patch -p0 < this-message-file" writes Gilles Detilieux in this mailinglist. However where (path) and when (before installing htdig in the same directory where I do .\configure make and make install or afterwards (in the binary directory or what?)
