Phrase search size limit

Is there a limit on the size of a phrase search? We're experiencing problems with long search strings. Searching for "to investigate the key legal issues surrounding financial services regulation and co" finds a load of results (as expected), yet when you extend that by 1 character to "to investigate the key legal issues surrounding financial services regulation and con" or any more characters it doesn't find anything (yet it should).
