I am not much help on the subject of multilingual installations, but there is at least one document that describes quite well how to do what you are trying to do. Search the mailing list archives a little. The document being referenced was prepared around the beginning of 2003 if I'm not mistaken. Ted Stresen-Reuter (Am I the last one left on this list???)
