Escaping Ampersands

Hi. I've been escaping some html links such as: <img src="http://jello/?foo=bar&name=aaron"> Which get translated to: <img src="http://jello/?foo=bar&name=aaron"> I know that this is the correct functionality, but I was wondering if anyone could point me to a spec that says that the browser should translate the "&" back into an "&" before making the request? I'm not sure what spec to read through for this, and I would really appreciate a link.
