Why there is not ChangeLog ?

Hi, all: 

Where can I get the ChangeLog of tidy ?  I was looking for it in source code and documents package, but I could not find it .  

If there is no ChangeLog, may I suggest to create one ? The tidy upgrades frequently. I think users may like to know what feature is added or what bug is fixed at each update.

  I've added the simplified Chinese(GB2312) support to tidy. I've also tested a number of pages and my code works well. 

  I also fixed a bug of processing traditional Chinese(BIG5) in current tidy: the text wrapping  is not correct when using "punctuation-wrap" option.

  I'd like to contribute my work to tidy tool. Could someone tell me how to submit my code to it ?
