Issue redirects updated

Hi,

  I've changed the http://tidy.sf.net/bug/x and feature/x redirects
such that they will now continue to work even if we change the status
of the issue from bug to feature, etc. This also restores the old
'issue' redirect so http://tidy.sf.net/issue/1266647 works, too. It
is also possible to use this to link to bugs in other projects, but
please don't do that. It might be a good idea to use the 'issue'
redirect instead of the more specific ones.

One way to install such a redirect for sourceforge.net projects is
to make a /home/groups/p/pr/projectname/htdocs/.htaccess file with
something like

  <IfModule mod_rewrite.c>
    RewriteEngine on
    RewriteRule issue/(.+)
      http://sourceforge.net/support/tracker.php?aid=$1 [L,R=302]
  </IfModule>

Though you might want to use 'https' and/or status '301' instead.
