It does not really make sense to specify -raw and -utf8 (this would set
input and output encoding to both raw and utf-8 which isn't possible; I
do not know what Tidy does with that though, it should probably generate
an error). Other than that, I'm not really sure I understand, could you
give example input with expected and current output?
