Function consting / linting / HTML::Tidy

Is it intentional to not have all the function parms consted that can  
be?

Why isn't

   Bool nodeIsHeader( const Node* node )

done instead with a const on the parm?

   Bool nodeIsHeader( const Node* node )

If it's just a matter of nobody having the tuits, I'll take care of  
it and send a patch.


I'm also throwing the source at Sun Studio lint, which is now free.

All of this is so that I can do updates to my Perl module  
HTML::Tidy.  I'm thinking about including the source of tidy in the  
HTML::Tidy distro, since people seem to be having trouble building  
the lib themselves.
