tidy Chinese UTF-8 width bug

Please somebody put those several messages I posted about Bug#354640: tidy -utf8 -raw or else wrapping wacko on wide chars into the tidy bugtracker. That such a big bug on the width of the worlds most used language using the worlds most universal charset won't get fixed because there are no Chinese tidy users is a shame.
