I see a feature request that Tidy should wrap text not based on the character count but on some notion of character width, and something about 'tidy -utf8 -raw'. '-raw' is very broken and the result of com- bining the two options undefined, I don't think any undesireable be- havior you get as a result could be considered a 'bug'.
