Expected behaviour (div nested in anchor)

We use a version of tidy that is about 9 months old. I'm passing the
following string in (enclosed in a load of other stuff):

What's coming out is this:

Note the div that was previously nested in an anchor tag has been moved
outside of the anchor. I'm not sure what the HTML spec has to say about
divs inside anchors...
