An argument could be made about how "correct" this is, but yes, nested
and empty <b> are allowed by the spec.  Tidy should probably be made
to avoid merging/dropping these tags if they have a class/id.

URIs must be HTML encoded (in addition to URI encoded) when present in HTML.

A "new-attributes" option, perhaps with "attr" and "tag:attr" syntax
may be useful here.
