running Tidy on Japanese documents

Dear Colleagues=2C
I am trying to run your Tidy program on Japanese documents=2C and obviously=
 it is not working by the general settings. It creates symbols in the new X=
HTML file such as &#217&#615. However=2C I also get the message in the DOS =
command prompt: Warning: replacing invalid character... Do you know how to =
fix that? Do you have any settings for Japanese characters?
