Help with a japanese web page

Hello! I'm trying to turn the HTML from this page: http://hotwired.goo.ne.jp/news/print/20000414303.html ....into XHTML using the command line Tidy for Windows XP. But the XHTML generated doesn't treat the japanese characters properly. For example, this text: ç±³ãããã¹ã±ã¼ã社ã«ã¨ã£ã¦ãã¦ã§ããã©ã¦ã¶ã¼ã®ã¡ã¸ã£ã¼ã»ã¢ãããã¼ãçã®éçºä½æ¥ã¯å°é£ãªãã®ã ã£ãã .... is turned into: ¡¡ÃÃ¥åå幥±¡¼¥Ã¼Ã¤Ã¤Ã¤Ã¤Ã¡¢¥¦¥§¥Ã¥å饦¥¶¡¼¤Ã¥á¥¸¥ã¡¼¡¦¥¢¥Ã¥åἥÃÃäó«Ã¯ºî¶Ã¤Ãº¤Ãñ¤Ã¤â¤Ã¤Ã¤Ã¤¿¡£ I've tried many different options, but none of them seem to work :( So my questions are: Is there any possibility to turn that HTML page into a correct XHTML page?
