IETF deals with HTTP standardisation. However, it might be worth pointing out getting a 301 redirect should be interpreted as meaning you need to correct the URL, so one shouldn't deliberately design to create such redirects. RFC1855 says there should be an address here, but, in a world of spam, that is no longer good advice, as archive address hiding may not work.
