It's obviously up to vendors what they include in their own product,
and a useful standard will not pretend to dictate things that it knows
won't happen.  What would be the point of speccing things that the
major browsers aren't willing to implement?  Nobody will be able to
actually use the spec due to lack of support, so what purpose does it
serve?
