WebXMLTests fail in my environment with java.net.MalformedURLException (Trying to add patch 18386699)

Thanks fo Wonne Keysers i'm working on his patch:

I'd like to test it but don't know the prerequisites for 
doing so. In my Eclipse environment the current svn 
trunk will have all WebXMLTest JUnit test fail with 
e.g.:
