Custom modifications Estimate Nedded

Hello I am a PHP person but would like giving the interchange a trial and am
PERL clueless!.
I need a few changes to be performed to the basic demo version

Job description:
The left hand column width should be shorten slightly
Specials should go on the right hand col
Center col should show two products out of each category
So it will be as many rows as products category. (limit 4)
Further all policy such as privacy etc.. Should appear at the bottom of the
right hand column
