quantity pricing consultant needed

I have scoured the interchange posts for quantity discounting.

none of it helps!

what i need:

quantity pricing enabled for retail and non logged in users.
quantity pricing for 5 user logged in price levels - 
   1 retail
   2 artist
   3 reseller
   4 deep discount
   5 b2b

i need to be able to set the quantity discounts for each item, some will
have q2 q5 q10 (electronic hardware), 
others will have q25 q50 q100 q200 q300 q400  (linear footage of wire)...

for the wire, we would like users to be able to mix n match so that 
the total footage of different types of wire gets them the discount.
