Shipping stopped working, resolved

The problem found was that somehow, the file usps.txt had been 
overwritten with the version that comes with strap and does not work 
properly.

The strap version of usps.txt uses the ems zone chart which is for 
"Domestic ( U.S. ) shipping, and does not work for Priority Mail Express 
International. Had to search back to find the correct version of the file.

Once the correct file was installed and interchange was restarted, all 
appears to be working fine.
