file download error in 5.12 foundation (Strap) installation

I seem to have this problem that has no solution. I have this on a previous version of 5.10 used for dev. It is no longer a problem on the 5.10 install, but I can not find how I fixed it in the archives. Does anyone know what could be causing it? I believe you get a simular message when testing the download on the demo.
