2.2.1 claims that -port works again, but it appears that it doesn't

I'm trying to use the -port command line option with 2.2.1 on Windows, but it appears that it does not work.  Here's how I've modified my jigsaw.bat:

set CLASSPATH=Jigsaw;..\classes\jigsaw.jar;..\classes\xp.jar;..\classes\sax.jar;..\classes\servlet.jar;..\classes\xerces.jar;..\classes\Tidy.jar;.
java -classpath %CLASSPATH% org.w3c.jigsaw.Main -root ..\Jigsaw -port 15005
pause

Basically I've just added the "-port 15005" option to the command line.  Anyone have a clue how this is supposed to work?
