UTF-8 decoding changes for handle_interlink_event

I'd like to merge <http://www.iki.fi/kon/2006/elinks.git#utf8min>
to the main repository.  However, I don't know if I'll have time
to fully test it before Friday.  (I did test that the previous
version accepts the overlong 0xC1 0x80 sequence.)  So, it would
be nice if someone else could test and merge it.
