set_line() ignores wrap_nbsp when document == NULL

In ELinks 0.12.GIT (097195bef43f162627670245f07c1dac31566bf0), set_hline() respects html_context->options->wrap_nbsp when part->document != NULL, but not when part->document == NULL. Is it a bug? This code was added to set_hline() on 2003-11-27, imported as Git commit f490694e643d3b49aeef4de9ea99d19199cb458f. If I understand correctly, part->document == NULL when ELinks is deciding widths of table columns.
