How to compile ELinks for Win32?

src/osdep/win32/ was last updated in ELinks 0.12.GIT on 2006-07-02.
From the commit messages, I get the impression that the Win32 port
is supposed to compile and link correctly and even work partially.
However, the build system of ELinks heavily depends on GNU Make and
POSIX utilities, and I believe these are not generally available on
Microsoft Windows.  Can ELinks be built on Windows in its current
condition, or must it be cross-compiled?  Which compiler and tools
should be used?
