The problem is that most web sites are really there to advertise, not to communicate, and most web designers, even when working for organisations, like charities, that want to communicate, are looking for a good CV for selling their services to the good payers who want to advertise. When advertising, graphics allow you to put across messages that would be illegal, as misrepresentation, if stated in plain text.
