If a user can get ownership of /etc/lynx.cfg and have that file in their
home directory then create a basic lynx.sh script in their home directory
with the line:
lynx -cfg=$HOME/lynx.cfg
then that user is no longer using any of the system defaults.
Any edits that user does to $HOME/lynx.cfg effect only them and nobody
else on the system.
