Just a suggestion, but I don't know if it helps,
in my lynx.cfg I have:

 EXTERNAL:http:w3m %s:TRUE
 EXTERNAL:file:w3m %s:TRUE

w3m can scroll horizontally (I think)
from my keymap file:

h/l LEFT/RIGHT

C-f MOVE_RIGHT
. RIGHT

C-b MOVE_LEFT
, LEFT
