Do note [per the thread] that:

1. The "content-type" header for that page is "application/xml+xhtml"

2. it renders fine on firefox and chromium with pristine userdirs.

3. it validates:
https://validator.w3.org/nu/?doc=https%3A%2F%2Fwww.shlomifish.org%2Fhumour%2FSummerschool-at-the-NSA%2Fongoing-text.html

so it seems like it is a lynx bug
